<title>Documentation: drop optional BOMs</title>

A few of the Documentation .rst files begin with a Unicode
byte order mark (BOM). The BOM may signify endianess for
16-bit or 32-bit encodings or indicate that the text stream
is indeed Unicode. We don't need it for either of those uses.
It may also interfere with (confuse) some software.

Since we don't need it and its use is optional, just delete
the uses of it in Documentation/.

<title>doc:it_IT: add some process/* translations</title>

This patch does not translate entirely the subfolder "process/"
but only part of it (to begin with).

In order to avoid broken links, I included empty documents
for those which are not yet translated.

In order to be able to refer to all documents in "process/",
I added a sphinx label to those which had not one.

Translated documents:
- howto
- 1.Intro
- clang-format
- coding-style
- kernel-driver-statement
- magic-number
- volatile-considered-harmful
- development-process

Pull documentation updates from Jonathan Corbet:
 "Documentation updates for 4.16.

New stuff includes refcount_t documentation, errseq documentation,
kernel-doc support for nested structure definitions, the removal of
lots of crufty kernel-doc support for unused formats, SPDX tag
documentation, the beginnings of a manual for subsystem maintainers,
and lots of fixes and updates.

As usual, some of the changesets reach outside of Documentation/ to
effect kerneldoc comment fixes. It also adds the new LICENSES
directory, of which Thomas promises I do not need to be the
  maintainer"
