Ensure that the aux table is properly initialized, even when optional features
are missing.  Without this, the FDPIC loader did not work.  This was meant to
be included in commit d5ab780305bb6d60a7b5a74f18cf84eb6ad153b1.

Historically, the top three bytes of personality have been used for
things such as ADDR_NO_RANDOMIZE, which made sense only for specific
architectures.

We now however have a flag there that is general no matter the
architecture (UNAME26); generally we have to be careful to preserve the
personality flags across exec().

This patch tries to fix all architectures that forcefully overwrite
personality flags during exec() (ppc32 and s390 have been fixed recently
by commits f9783ec862ea ("[S390] Do not clobber personality flags on
exec") and 59e4c3a2fe9c ("powerpc/32: Don't clobber personality flags on
exec") in a similar way already).

Now that the FDPIC relocations have been given fixed numbers upstream,
switch to using those. The previous values only applied to experimental
toolchains that never made it in to the wild, so the impact remains
minimal.

Currently all architectures but microblaze unconditionally define
USE_ELF_CORE_DUMP.  The microblaze omission seems like an error to me, so
let's kill this ifdef and make sure we are the same everywhere.

arch_setup_additional_pages currently gets two arguments, the binary
format descripton and an indication if the process uses an executable
stack or not. The second argument is not used by anybody, it could
be removed without replacement.

What actually does make sense is to pass an indication if the process
uses the elf interpreter or not. The glibc code will not use anything
from the vdso if the process does not use the dynamic linker, so for
statically linked binaries the architecture backend can choose not
to map the vdso.
