The default prefix for binary prebuilt packages is /usr/pkg, and the Perl executable lands in /usr/pkg/bin/perl. This change switches "/usr/bin/perl" to "/usr/bin/env perl" as it's the most portable solution that should work for almost everybody. Perl's executable is detected automatically. This change switches -w option passed to the executable with more modern "use warnings;" approach. There is no functional change to the default behavior. This had the unfortunate side-effect that all files including version.h would be recompiled when some git changes was made due to changes SHA1. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
