<title>selftests/net: convert fcnal-test.sh to run it in unique namespace</title>

Here is the test result after conversion. There are some failures, but it
also exists on my system without this patch. So it's not affectec by
this patch and I will check the reason later.

BTW, this test needs a really long time. So expand the timeout to 1h.

<title>kselftests/net: adapt the timeout to the largest runtime</title>

timeout in settings is used by each case under the same directory, so
it should adapt to the maximum runtime.

A normally running net/fib_nexthops.sh may be killed by this unsuitable
timeout. Furthermore, since the defect[1] of kselftests framework,
net/fib_nexthops.sh which might take at least (300 * 4) seconds would
block the whole kselftests framework previously.
$ git grep -w 'sleep 300' tools/testing/selftests/net
tools/testing/selftests/net/fib_nexthops.sh:    sleep 300
tools/testing/selftests/net/fib_nexthops.sh:    sleep 300

Enlarge the timeout by plus 300 based on the obvious largest runtime
to avoid the blocking.

<title>selftests/net: bump timeout to 5 minutes</title>

We found that with the latest mainline kernel (5.12.0-051200rc8) on
some KVM instances / bare-metal systems, the following tests will take
longer than the kselftest framework default timeout (45 seconds) to
run and thus got terminated with TIMEOUT error:
* xfrm_policy.sh - took about 2m20s
* pmtu.sh - took about 3m5s
* udpgso_bench.sh - took about 60s

Bump the timeout setting to 5 minutes to allow them have a chance to
finish.
