If the path cannot be resolved (in this case because of an unresolved neighbor), then mirror installation fails until the path is resolved. This results in a race that causes the test to sometimes fail. Fix this by setting the neighbor's state to permanent, so that it is always valid. Newer binutils (>= 2.36) refuse to assemble lmw/stmw when building in
little endian mode. That breaks compilation of our alignment handler
test:

kernel now tracks that the feature was requested to be 'off' and refuses to
subsequently disable it again. So reset it back to 'on' so a subsequent
disable (that's not supposed to fail) can succeed.
