The isa_dma_bridge_buggy symbol is only used for x86_32, and only x86_32
platforms or quirks ever set it.
Add a new linux/isa-dma.h header that #defines isa_dma_bridge_buggy to 0
except on x86_32, where we keep it as a variable, and remove all the arch-
specific definitions.

Move all header files for xtensa to arch/xtensa/include and platform and
variant header files to the appropriate arch/xtensa/platforms/ and
arch/xtensa/variants/ directories.
Moving the files gets also rid of all uses of symlinks in the Makefile.
This has been completed already for the majority of the architectures
and xtensa is one out of six missing.
