For now the VERSION argument to third_party/quic/update.sh
is ignored as there are no versions yet. For now we require
version 1.1 (not releases) for a system library, in order to make sure
it is recent enough.

This import is based on commit 846dddb24f007c8356ce3c19c74445160a8d94f7.

Now that pam_wrapper has been upgraded to 1.1.8, it compiles without
cast-qual warnings.  So lets re-enable the warnings.

Fix:
  lib/replace/tests/testsuite.c:387:6: error:
    'snprintf' will always be truncated; specified size is 3,
    but format string expands to at least 5 [-Werror,-Wformat-truncation]
  387 |         if (snprintf(tmp, 3, "foo%d", 9) != 4) {
      |             ^

As this is an explicit test of snprintf's truncation behaviour
the warning can be safely suppressed.
