This fixes Samba3's double listing of -I options in CFLAGS,
since samba3's configure wraps the call to AC_LIBREPLACE_NETWORK_CHECKS
into a SAVE_CPPFLAGS="${CPPFLAGS}" .. CPPFLAGS="${SAVE_CPPFLAGS}"
sequence... :-)
