The documentation for smbclient states that when extracting a tar
archive:

  Restored files have their creation times (mtime) set to the
  date saved in the tar file.

However this behaviour was lost in commit 2945596011cc ("clitar.c: fresh
new compilable file.").

Add a call to cli_setatr() to set both the mtime and the mode of files
after they have been extracted.

A verbose mode got lost with the introduction of libarchive support.

The verbose mode is optional, default is quiet mode.

The output format is close to the verbose output format of POSIX tar
implementations and should be good parsable.

This means that those not wanting to link to libarchive will just need to
build --without-libarchive.

In general, we prefer that optional libraries be required by default
so that they are not accidentially missed, particularly in packages.

This allows names containing .. components to be resolved on the client side
before being sent to the server. Relative names work in SMB1 but not in SMB2.
Fix both client.c and clitar.c
