Using "#!/usr/bin/env python" is more portable. It still isn't ideal
though, as we should really use the python path found at configure
time. We do that in many places already, but some don't.

The version of the unitest python module in Ubuntu Jaunty doesn't seem
to support this many level of subdirectories. Moving the tests up one
level solves the problem.

Fix bugs in samr python tests.
