HEIMDAL: move code from source4/heimdal* to third_party/heimdal*

wafsamba: always generate compile_commands.json again, but only when the samba dependencies changed

This means the costs of the generation on a empty build are not paid
anymore, which was the reason for the explicit --enable-clangdb option.

wafsamba: add support for separate rules in stages

bld.process_separate_rule(rule) and conf.process_separate_rule(rule)
will cause WAF to import wscript__ script into current
context.

Files wscript__ should exist in the current
directory.

This can be used to provide rules specific for alternative
implementations of certain libraries
