Commit 7f76b31130680fb3 ("perf list: Add IBM z16 event description for
s390") contains the verbal description for z16 extended counter set.
However some entries of the public description contain UTF-8 characters
which breaks the build on some distros.
Fix this and remove the UTF-8 characters.

- finite_cpi: Cycles per Instructions from Finite cache/memory
- est_cpi: Estimated Instruction Complexity CPI infinite Level 1
- scpl1m: Estimated Sourcing Cycles per Level 1 Miss
- tlb_percent: Estimated TLB CPU percentage of Total CPU
- tlb_miss: Estimated Cycles per TLB Miss

commit c432fefe8e6262bf ("s390/pai: Add support for PAI Extension 1 NNPA
counters")
The document SA22-7832-13 "z/Architecture Principles of Operation",
published May, 2022, contains the description of the
Processor Activity Instrumentation Facility and the NNPA counter
set., See Pages 5-113 to 5-116 and chapter 26 for details.

Add 3 metrics for s390 machines:
- Cycles per instruction: Amount of CPU cycles used per instructions,
named cpi.
- Problem state ratio: Ratio of instructions executed in problem state
compared to total number of instructions, named prbstate.
- Level one instruction and data cache misses per 100 instructions,
named l1mp.

Commit e0b23af82d6f454c ("perf list: Add PMU pai_crypto event
description for IBM z16") introduced the "Processor Activity
Instrumentation" for cryptographic counters for z16. The PMU device
driver exports the counters via sysfs files listed in directory
/sys/devices/pai_crypto.
To specify an event from that PMU, use 'perf stat -e pai_crypto/XXX/'.
However the JSON file mentioned in above commit exports the counter
decriptions in file pmu-events/arch/s390/cf_z16/pai.json. Rename this
file to pmu-events/arch/s390/cf_z16/pai_crypto.json to make the naming
consistent.
Now 'perf list' shows the counter names under pai_crypto section:

Add the event description for the IBM z16 pai_crypto PMU released with
commit 1bf54f32f525 ("s390/pai: Add support for cryptography counters")
The document SA22-7832-13 "z/Architecture Principles of Operation",
published May, 2022, contains the description of the
Processor Activity Instrumentation Facility and the cryptography
counter set., See Pages 5-110 to 5-113.
Patch reworked to fit for the converted jevents processing.

"The CPU-Measurement Facility Extended Counters Definition

released on April 29, 2022 to include counter definitions for IBM z16
